OVERVIEW OF ROLE

The role of the Social Care Leader (SCL) is to work directly with the Centre Management Team to assist in ensuring the daytoday operations of the residential centre. The SCL will retain an integral practice role to ensure that the highest quality of care is provided to all young people. The role will require leadership abilities and administrative duties as well as responsibilities pertaining to the progression and implementation of Placement Plan objectives. In order to provide both care and support to young people and dependent on the service this will likely entail a significant amount of driving.

The SCL will be accountable to the Person In Charge (PIC) and the to the Deputy Person in Charge (DPIC). Where both are unavailable the SCL will be accountable for the centre functioning in the absence of the PIC/ DPIC. In this instance the SCL will be accountable to the Area Manager and the Service Directors. This may entail being responsible for additional duties and reporting to the Area Manager. Additional duties may include the facilitation of team meetings, the supervision of staff, completion of the PIC Audit, salary returns and other roles required in the management of the residential centre.

Roles and responsibilities are outlined below and have been identified based on the National Standards for Children’s Residential Centres (2018), through which all residential centres are regulated.

PROFESSIONAL REGISTRATION

  • If eligible for registration with CORU as a Social Care Worker the SCL must maintain all regulatory requirements in order to maintain professional registration inclusive of CPD requirements.

CHILD CENTRED CARE AND SUPPORT

  • Build positive and effective working relationships with young people based on the organisational model; Laursen’s 7 Habits for Reclaiming Relationships.
  • Contribute to the setting up of young people’s care folders prior to their admission and ensuring adequate knowledge of the referral information.
  • Participate in the transition and admission process for all new young people and ensure that this process is recorded appropriately.
  • In the absence of the PIC/DPIC be responsible for overseeing the admissions and discharges of young people including facilitation of the admission meeting and liaising with relevant professionals.
  • Be identified as a keyworker for young people and be accountable for the implementation of the keywork policy.
  • Be responsible for monitoring the implementation of the key working policy in relation to other keyworkers and co keyworkers, where they are not in SCL positions.
  • Be responsible for coordinating the keywork process for young people, ensuring that this is proactive, meaningful and in line with young people’s assessed needs.
  • Support young people with the development of positive daily routines.
  • Be responsible for overseeing the centre Weekly Meal Planner; ensuring that there is a suitable balance of healthy food available.
  • Co-ordinate and facilitate access to appointments, education, training and employment as per their assessed needs.
  • Promote education in line with their assessed needs and facilitate educational activities and opportunities for young people.
  • Carry out individual work and/ or responsive conversations to educate and support young people’s assessed needs as directed in their Individual Work Schedule.
  • Record and communicate all significant conversations via individual work records to a high standard.
  • Support colleagues with having significant conversations and provide feedback on individual work conversations.
  • Be responsible for ensuring that young people’s right to access their information is promoted and facilitated, within the permitted boundaries.
  • Be responsible for advocating for young people. This may entail attending professionals’ meetings with or on their behalf, contacting external agencies or communicating complaints to relevant persons.
  • Be responsible for Chairing or appointing a chair for Young People’s House Meeting’s, ensuring that the agenda for such meetings is relevant, creative and responsive to young people and centres’ current needs.
  • Promptly record and verify minutes of House Meetings and communicate any issues arising from these meetings to the PIC/DPIC.
  • Ensure that young people are encouraged to make complaints and ensure that these are efficiently escalated to management for resolution.
  • Be accountable for ensuring that all complaints made during their shift are identified and recorded accordingly in the relevant centre records and registers, and that these are efficiently managed and escalated as per policy.
  • Be responsible for coordinating all visits to young people are ensure they are scheduled appropriately and recorded accurately within the care folder.
  • In the absence of the PIC/ DPIC prepare relevant reports for Child in Care Reviews and attend such meetings.
  • In the absence of the PIC/ DPIC be accountable for recording factually accurate minutes from such meetings.
  • Work alongside the PIC/DPIC to contribute to the development of a comprehensive and achievable Placement Plan.
  • Participate in case review meetings with the DPIC/ PIC to plan and co-ordinate care.
  • Develop the Individual Work Schedules in conjunction with the PIC/ DPIC.
  • Delegate agreed assessed needs from the placement plan and individual work schedules.
  • Contribute to the monitoring and review of the Placement Plan; through Weekly/monthly Reports, through the monthly Supervision process and also at the end of the sixmonth period in preparing for reviews.
  • Have oversight of contact with families and ensure that this is adequately recorded.
  • Facilitate family access when required by transporting young people. This may involve both short and long journeys.
  • Adequately record access visits.
  • Maintain a record of all visitors to the centre in line with policies and procedures.
  • Partake in duties relating to the running of the centre, complete the centre shopping, meal planning and cooking; ensuring there is a suitable balance of health and nutrition.
  • Be responsible for ensuring that young people are encouraged and facilitated to attend relevant medical appointments and that such visits are clearly evidenced within the care records.
  • Be responsible for ensuring that there is sufficient supply of medication for young people and that this is securely stored within the centre.
  • Ensuring that medication is dispensed appropriately and that this is clearly recorded within the care records in line with mandatory medication training.
  • Always adhere to the medical guidance and policies and procedures.
  • Have oversight of young people’s Medical folders and ensure weekly audits are completed to rectify any deficits.
  • Be involved in supporting young people to access external emotional and specialist services.
  • Oversee that all necessary appointments are facilitated and correspondence between all specialist support agencies are recorded to a high quality.
  • Co-ordinate and provide support with the development of young people’s independent living skills.
  • Be responsible for delegating tasks so that the aftercare programme is a fundamental element in the relevant young persons’ care.
  • Oversee the progression of young peoples after care needs, this will include completion of the aftercare skills assessment and liaising with external professionals.
  • Take guidance from the DPIC / PIC to ensure that a creative and proactive approach is taken to address these key areas of young people’s Placement Plans. This may be through the forum of keywork, individual work and Young People’s House Meetings.
  • Promote young people’s cultural, ethnic and racial needs.
  • Be actively involved in the process of young people’s discharge planning.
  • Participate in reflective practice following the discharge of all young people from the centre in order to determine the learning distilled from the placement overall.

CHILD PROTECTION

  • Attend all mandatory Child Protection Training inclusive of Children’s First and CSE training.
  • Adhere to the EMC Child Protection Policy and for the prompt notification of Child Protection and Welfare Concerns, in conjunction with the DLP/DDLP.
  • Carry out legal duties pertaining to the role of a Mandated Person, as stated within 2017 Children First legislation.
  • Adhere to the Whistle Blowing Policy.
  • Understand, adhere and ensure the implementation the centre specific Child Safeguarding Statement.
  • Maintain professional boundaries with young people. Observe and highlight any colleague practice issues which fall below acceptable standards.
  • Adhere to best practice guidelines in safeguarding young people.
  • Ensure the appropriate supervision levels of young people as per their Risk Management Tools.
  • Follow the organisational guidance surrounding lone working with young people.
  • Inform management immediately in the event that there are any concerns which may impact your Gardai Vetting/ suitability or work.
  • In the absence of the PIC/DPIC any additional responsibilities pertaining to Child Protection will be guided by the Area Manager.

BEHAVIOUR MANAGEMENT

  • Attend mandatory Therapeutic Crisis Intervention Training and other training pertaining to the management of behaviour.
  • Implement TCI training into daily practice and engage in reflection and the Debrief process where relevant to ensure there is learning from incidents.
  • Adhere to and contribute where necessary to the young people’s Risk Management Tools inclusive of Absence Management Plans, Behaviour Management, routine support and Individual Crisis Management.
  • Contribute to the review and updating of the RMTs.
  • Ensure the Risk Management Tools are implemented and any changes are communicated at the Shift Handover process. Any practice which is in breach of the RMT should be identified by the SCL and immediately addressed; such concerns will be communicated efficiently to the DPIC / PIC.
  • Contribute to the Risk Assessment process and ensure that the relevant Risk Assessments are adhered to.
  • Ensure the adequate supervision of all young people during shifts.
  • Adherence to Child Protection Policy and for the prompt notification of Child Protection and Welfare Concerns, in conjunction with the DLP/DDLP.
  • Support and make decisions in relation to the use of consequences; this can be guided by PIC and DPIC when required. Ensure accurate recordings of such decisions.
  • Ensure that Physical Intervention Reports are efficiently recorded, accurate in detail and presented to a high standard.
  • Be responsible for forwarding all Physical Intervention Reports to the PIC or DPIC.
  • Be responsible for the filing of Physical Intervention Reports, the associated correspondence and the upkeep of the Physical Intervention Register.
  • Ensure that all policy relating to MCFC is adhered to and that the young people’s Absent Management Plans are implemented.
  • Ensure that Significant Event Notifications (SEN) are efficiently recorded, accurate in detail and presented to a high standard. They will be responsible for forwarding these to the PIC or DPIC who will be accountable for the final approval, management comment and notification.
  • Ensure the filing of SEN, the associated correspondence and contribute to the upkeep of the SEN Register.

GOVERNANCE & QUALITY ASSURANCE

  • Complete all daily recordings and contribute to the care records and care folders as required.
  • Ensure records are completed, printed and signed.
  • Be accountable for contributing to appropriate reporting systems within the centre.
  • Ensure that all records kept on the young people are uptodate, relevant, factual, accurate and of a high quality at all times.
  • Be accountable for the daytoday quality assurance of care records and care folders. This will entail ensuring records are completed, printed and signed.
  • Provide feedback to staff on the quality and presentation of records and provide direction in relation to Placement Plan. This will be guided by management.
  • In the absence of the PIC/ DPIC Be accountable for the completion and notification of reports such as Weekly/Monthly Reports/ Progress Reports/ SEN/ CPWRF/ RMT under the direction of the Area Manager.
  • Ensure that the centres’ Daily Update is forwarded to all relevant persons and that this is accurate in detail and presented to a professional standard.
  • Review daily logs and individual work recordings providing feedback to staff and ensuring accurate and high quality recordings.
  • Act as Key worker for young people and hold additional case management and administrative responsibilities pertaining to this role such as responsibility for maintaining the upkeep of the relevant care folders.
  • Prepare for and partake in young people’s case review meetings.
  • Take part and contribute in regular centre governance meeting minutes.
  • Ensure that the Centre Registers are updated as required, ensuring that all pertinent information is concisely recorded.
  • Ensure to complete all actions pertaining to the quality assurance of records via PIC Audits, Quality Assurance Audits, Area Manager and Director Reports.
  • In the absence of the PIC/ DPIC contribute to the upkeep of the centre databases.

TEAM WORK, TRAINING & PROFESSIONAL DEVELOPMENT

  • Contribute to the team morale and culture by maintaining positive and professional relationships with colleagues.
  • Have the ability to professionally challenge and provide developmental feedback to colleagues.
  • Be responsible for maintaining a positive and inclusive team culture.
  • Monitor and identify team morale and motivation issues and communicate these appropriately to management.
  • Attend all required Mandatory Training.
  • Attend non-mandatory training as per the allocated training hours and maintain a record of such.
  • Attend and participate effectively in regular team meetings, the frequency of which is specific to each centre.
  • Communicate and work effectively with colleagues.
  • Support new staff members via their induction, where the PIC/DPIC has delegated them competent to do so.
  • Participate in reflective monthly supervision with the DPIC or PIC which will be practice and learning based.
  • Be responsible in ensuring that new staff members are welcomed and made to feel as they are part of the team.
  • Support the PIC in implementing a functioning induction process.
  • In the absence of the PIC/DPIC the SCL may be responsible for facilitating staff inductions.
  • Be responsible in supporting the PIC/DPIC with overseeing the rota to ensure safe staffing levels.
  • Participate in fortnightly Team and Centre Governance meetings and record the minutes of these meetings.
  • In the absence of the PIC/DPIC the SCL may be responsible for planning and facilitating these meetings under the guidance of the Area Manager.
  • In the absence of the PIC/DPIC undertake Policy and Procedures supervision with new employees during their probationary employment period. This will entail reviewing policies, assessing the employees understanding and adequately recording these minutes for the Supervision Folder. Report the progress of this supervision to the PIC/ DPIC.
  • Monitor the practice and development of the employees on their shift team. This will be based on guidance from the PIC/ DPIC.
  • Be responsible for leading Shift Handover meetings, ensuring that all information is fully communicated and that the relevant handover proforma is fully complete and all tasks are appropriately and fairly delegated.
  • Support the professional development of colleagues with the use of Reflective Practice Tools, sharing any concerns which may arise with the PIC/ DPIC.
  • In the absence of the PIC the SCL may be responsible for overseeing staff training records.
  • Temporarily complete shifts in other Solis EMC centres outside of your allocated centre in order to provide support and maintain safe staffing levels across the region.
  • Transfer on a short- or longer-term basis to another EMC centre outside of your allocated centre in order to meet the needs of the wider organisation.
  • Adhere to the employee’s Code of Conduct.
  • Adhere to the policies and procedures outlined in the EMC Employee Handbook.
  • Attend and engage with therapeutic consultations provided by Solis EMC’s Forensic Psychologist. Implementing support strategies and best practice where directed.
  • Supervise Relief members of staff in line with policies and procedures. Record and maintain minutes of these meetings and escalate any issues as required to management.

PREMISES, HEALTH & SAFETY & PETTY CASH

  • Attend all mandatory health and safety training such as manual handling.
  • Attend First Aid Response Training and ensure first aid is administered as per training.
  • Liaise with the centre’s Health and Safety Representative regarding the implementation of the centre specific Health and Safety Statement.
  • Be responsible for overseeing health and safety within the centre. This includes implementing risk assessments and identifying deficits.
  • In the absence of the PIC/DPIC be responsible for completing the monthly health and safety audit report and escalating issues as necessary to Senior Management.
  • Be responsible for ensuring that a safe, caring environment within a warm, homely atmosphere is created for young people.
  • Ensure the highest presentation of the centre at all times by delegating the cleaning schedule and ensure that the grounds are maintained at all times.
  • Prepare for visitors and liaise with the SCWs to ensure the full implementation of the organisational hospitality policy within the centre at all times.
  • Be accountable for ensuring that the First Aid box is adequately equipped at all times
  • Adhere to the Organisational Health and Safety Policies and Procedures.
  • Adhere to the Centre Specific health and safety risk assessments and undertake risk assessments regarding any potential hazards.
  • Treat Solis EMC property with care and vigilance with regards to company property; furniture, vehicles, mobile and IT Equipment etc.
  • Identify any maintenance work required and follow up actions escalated where needed.
  • Be accountable for ensuring the appropriate upkeep of all centre vehicles. Escalate the need for any repairs promptly.
  • Ensure to follow all procedures in relation to Health and Safety including driving for work.
  • Record and promptly report and notify all accidents either to individuals or vehicles.
  • Be responsible for ensuring that the relevant Accident Register is updated and maintained.
  • All maintenance requirements will be recorded accurately in the maintenance register and work completed will also be recorded appropriately.
  • Be responsible for overseeing the centres’ Petty Cash system. This will entail effectively budgeting per shift and authorising Petty Cash transactions.
  • Be accountable for any deficits in Petty Cash which occurred throughout their shift.
  • Ensure that each young person’s information is protected by locking all cabinets and ensuring office security.

FIRE SAFETY

  • Follow the organisational Fire Safety Policies and Procedures.
  • Attend mandatory fire safety training.
  • Review and oversee the fire register ensuring the daily, weekly and monthly records are maintained.
  • Schedule and co-ordinate monthly Fire Drills and then coordinate these whilst reviewing staff handling of these situations in accordance with organisational policy.
  • Ensure that all fire safety equipment is maintained throughout the centre. Reporting any inadequacies to the DPIC / PIC.
  • Follow all fire safety procedures and identify any areas that require follow up and pass on where necessary.

LEGISLATION & POLICY ADHERENCE

  • Ensure understanding of the National Standards for Children’s Residential Centres (2018), Solis EMC organisational Policies and Procedures and all associated national policy and legislation.
  • Attend all training provided in relation to the above and ensure competence and confidence in adherence with daily practice.
  • Review supporting literature via the Supervision and Team Meeting process.
  • Ensure adherence and implementation of the centres Statement of Purpose and have a working knowledge of the expectations of this statement.
  • Ensure all policies and Standard Operating Procedures are followed in relation to GDPR.
  • Ensure the confidentiality of information as per the Organisation’s Confidentiality and Privacy Policies and Procedures.

OVERVIEW OF ROLE

The role of the Support Worker (SW), Social Care Worker (SCW) and the Residential Care Worker (RCW) is to work directly with young people while contributing to the day-to-day operations of the residential centre. This involves integral practice role to ensure that the highest quality of care is provided to all young people. The role will require administrative duties as well as responsibilities pertaining to the progression and implementation of Placement Plan objectives. In order to provide both care and support to young people and dependent on the centre or service this will likely entail a significant amount of driving.

The SW/ SCW/ RCW will ultimately be accountable to the Person In Charge (PIC). They will also be accountable to the Deputy Person in Charge (DPIC) and Social Care Leader (SCL) where applicable. The accountability levels will depend on the staffing structure within each centre, which is stipulated on the centre’s Statement of Purpose and Function. Roles and responsibilities are outlined below and have been identified based on theNational Standards for Children’s Residential Centres (2018), through which all residential centres areregulated.

Note: The SW, SCW and RCW roles ultimately encompass similar roles and responsibilities. SCW is a protected title which is only permitted to be used by those successfully registered with CORU. In relation to the RCW and SW posts, Solis EMC operates based on a Qualification specific salary scale. Therefore, RCW’s will hold a relevant professional qualification of Level 7 and above.

  • Be responsible for the filing of Physical Intervention Reports, the associated correspondence and the upkeep of the Physical Intervention Register.
  • Ensure that Significant Event Notifications (SEN) are efficiently recorded, accurate in detail and presented to a high standard. They will be responsible for forwarding these to the PIC or DPIC who will be accountable for the final approval, management comment and notification.

ADMINISTATIVE DUTIES

  • Complete all daily recordings and contribute to the care records and care folders as required.
  • Ensure records are completed, printed and signed.
  • Be accountable for contributing to appropriate reporting systems within the centre.
  • Ensure that the centre’s Daily Update is forwarded   to all relevant persons each morning and that this is accurate in detail and presented to a professional standard.
  • Ensure that all records kept on the young people are uptodate, relevant, factual, accurate and of a high quality at all times.
  • Ensure to complete all actions pertaining to the quality assurance of records via PIC Audits, Quality Assurance Audits, Area Manager and Director Reports.

TEAM WORK, TRAINING & PROFESSIONAL DEVELOPMENT

  • Attend all required Mandatory Training.
  • Attend non-mandatory training as per the allocated training hours and maintain a record of such.
  • Attend and participate effectively in regular team meetings, the frequency of which is specific to each centre.
  • Communicate and work effectively with colleagues.
  • Support new staff members via their induction, where the PIC has deemed them competent to do so.
  • Participate in reflective monthly supervision with the DPIC or PIC which will be practice and learning based.
  • Participate in daily Shift Handover meetings, ensuring that all information is appropriately communicated and that the relevant handover proforma is fully complete.
  • Temporarily complete shifts in other Solis EMC centres outside of your allocated centre in order to provide support and maintain safe staffing levels across the region.
  • Transfer on a short- or longer-term basis to another EMC centre outside of your allocated centre in order to meet the needs of the wider organisation.
  • Adhere to the employee’s Code of Conduct.
  • Adhere to the policies and procedures outlined in the EMC Employee Handbook.
  • Undertake responsibilities of a nominated shift leader in the absence of the SCL
  • In the absence DPIC/PIC or SCL, be temporarily responsible for the day-to-day running of the centre. This may entail being accountable for additional duties and reporting directly to the Area Manager/Director.
  • Contribute to the team morale and culture by maintaining positive and professional relationships with colleagues.

PREMISES, HEALTH & SAFETY & PETTY CASH

  • Contribute to a nurturing, safe and caring environment.
  • Ensure the high presentation of the centre through the implementation of the centre cleaning schedule and ensure that the grounds are well maintained.
  • Ensure the full implementation of the Organisational hospitality policy within the centre.
  • Adhere to the Organisational Health and Safety Policies and Procedures.
  • Adhere to the Centre Specific health and safety risk assessments and undertake risk assessments regarding any potential hazards.
  • Treat Solis EMC property with care and vigilance with regards to company property; furniture, vehicles, mobile and IT Equipment etc.
  • Identify any maintenance work required and any follow up where needed.
  • Be accountable for ensuring the appropriate upkeep of all centre   vehicles. Escalate the need for any repairs promptly.
  • Ensure to follow all procedures in relation to Health and Safety including driving for work.
  • Record and promptly report and notify all accidents either to individuals or vehicles.
  • All maintenance requirements will be recorded accurately in the maintenance register and work completed will also be recorded appropriately.
  • Effectively utilise the Petty Cash system and adhere to direction given in terms of budgeting and authorisation.
  • Be accountable for any deficits in Petty Cash which occurred throughout their shift.
  • Ensure that each young person’s information is protected by locking all cabinets and ensuring office security.

FIRE SAFETY

  • Follow the organisational Fire Safety Policies and Procedures and ensure the daily, weekly and monthly records in the Fire Registers are maintained.
  • Participate in Fire Drills in accordance with organisational policy.
  • Follow all fire safety procedures and identify any areas that require follow up and pass on where necessary.
  • Attend mandatory health and safety and fire safety training.

LEGISLATION & POLICY ADHERENCE

  • Ensure understanding of the National Standards for Children’s Residential Centres (2018), Solis EMC organisational Policies and Procedures and all associated national policy and legislation.
  • Attend all training provided in relation to the above and ensure competence and confidence in adherence with daily practice.
  • Review supporting literature via the Supervision and Team Meeting process.
  • Ensure adherence to the centres Statement of Purpose and have a working knowledge of the expectations of this statement.
  • Ensure all policies and Standard Operating Procedures are followed in relation to GDPR.
  • Ensure the confidentiality of information as per the Organisation’s Confidentiality and Privacy Policies and Procedures.
